تنطلق ما بين الثلاثاء 5 أكتوبر المقبل إلى غاية يوم الأربعاء 3 نونبر 2010، عملية المشاركة في قرعة  الحصول على تأشيرة الهجرة لسنة 2012 إلى الولايات المتحدة الأمريكية.وحسب بلاغ لسفارة الولايات المتحدة الامريكية بالرباط، فإن المرشحين ملزمون بأن يكونوا حاصلين على شهادة البكالوريا أو لديهم ، خلال السنوات الخمس الماضية ، خبرة مهنية تطلبت تدريبا أو خبرة لمدة سنتين على الأقل .ويمكن للمرشحين التحقق من وضعية طلبهم على الموقع الخاص بقرعة الهجرة الأمريكية ابتداء من فاتح ماي 2011، بينما لن يتوصل المرشحون الفائزون بأي مراسلة أو إخبار عن طريق البريد كما كان الشأن في الأعوام السابقة .ويقدم التسجيل في برنامج قرعة الهجرة لسنة 2012 إلكترونيا عبر البوابة المخصصة لذلك.

وكما جرت العادة ، يجب التحقيق والتدقيق في صحة المعلومات التي يتم تدوينها في الطلب ، لكن الجديد في قرعة 2012 هو ضرورة طباعة المسجلين لصفحة تأكيد الطلب التي تحتوي على اسم المرشح ورقم التأكيد الذي سيتم استعماله فيما بعد ، حيث من خلاله وعن طريق بوابة http://www.dvlottery.state.gov ، يُمكن للمشاركين في هذا البرنامج الذين احتفظوا بمطبوع تأكيد التسجيل التأكد من فوزهم من عدمه ابتداء من فاتح ماي 2011.
وفي حالة فوز المرشح فسيتم إحالته من خلال البوابة على الإجراءات الاعتيادية الجاري بها العمل للحصول على تأشيرة الدخول عن طريق القنصلية الأمريكية.ويمكن تقديم طلب واحد فقط للمشاركة في برنامج القرعة ويجب على المرشح أن يدلي بمعلومات دقيقة وكاملة مع الادلاء بعنوان بريده الالكتروني ،كما يجب على المرشحين أيضا وضع قائمة جميع أفراد الاسرة وتوفير صور رقمية لجميه هؤلاء الأفراد.

وسيكون بإمكان المرشحين، الذين سيتم اختيارهم بالصدفة، التقدم لطلب تأشيرة الإقامة التي ستوضع رهن إشارة الأشخاص المنتمين إلى البلدان التي تمثل أدنى معدل للهجرة في الولايات المتحدة الأمريكية، والتي يمثل المغرب إحداها.

اللوتري امريكايشار إلى أن عدد المغاربة الذي شاركوا في برنامج القرعة الخاص بتأشيرة الهجرة إلى الولايات المتحدة الأمريكية يعد من بين الأكثر ارتفاعا خلال السنوات الأخيرة الماضية.

ويحذر مهتمون من مواقع الإنترنت، التي تبدو في تصميمها كأنها تابعة للحكومة الأميركية، مشيرة إلى أن هذه المواقع تزعم أنها تضمن القبول، كما أنها تطالب المشتركين بتحويل مبالغ مالية لفائدتها، على اعتبار أنهم من المحظوظين الفائزين بالهجرة والإقامة الدائمة في أميركا.

قال كريس بورغوس، نائب القنصل الأمريكي بالدار البيضاء، إن أمريكا «لا ترغب في أن يهاجر إليها المجرمون أو بائعو المخدرات»، وإنما هي بحاجة إلى أشخاص ذوي أهلية وكفاءة.

وأضاف نائب القنصل، خلال ندوة صحفية نظمتها القنصلية الأمريكية بدار أمريكا بالدار البيضاء، بعد زوال أول أمس الثلاثاء، أن أسباب رفض مصالح القنصلية منح التأشيرة يتعلق، في غالب الأحيان، بالمستوى الدراسي أو عدم ملء الاستمارات بشكل جيد، خاصة في ما يتعلق بالزوجة والأولاد في حالة ما إذا كان الشخص متزوجا. وفي حالة ما إذا كان الشخص أعزبَ وقت تقديم الطلب، فيمكنه فيما بعد أن يبعث برسالة إلكترونية إلى القنصلية، في أي لحظة، لكي يشير إلى أي تغيير في وضعيته العائلية.
وأشار المصدر ذاته إلى أنه يتوجب على المرشحين أن يكونوا حاصلين، على الأقل، على شهادة الباكلوريا. أما في الحالة التي يكون فيها الشخص غير حاصل على هذه الشهادة، بل يتوفر فقط على هذا المستوى، فإنه يتعين عليه أن يكون قد راكم، خلال الخمس سنوات الأخيرة، سنتين من التجربة المهنية. ويمكن للمغاربة غير الحاصلين على شهادة الباكلوريا أن يطلعوا على لائحة المهن المقبولة من أجل المشاركة في القرعة، وتنبه القنصلية الأمريكية المعنيين إلى ضرورة التدقيق، أثناء الاطلاع على هذه اللائحة، في المسؤوليات والوظائف داخل كل مهنة على حدة.
ورفض نائب القنصل الأمريكي بالدار البيضاء أن يقدم إحصائيات بشأن نسب رفض منح التأشيرة للمغاربة من قبل مصالح القنصلية على غرار ما تفعله قنصليات أخرى مثل فرنسا، واكتفى بالقول إن النسب تقل بكثير عن تلك التي تعلنها فرنسا والتي تصل أحيانا بالبيضاء إلى 19 في المائة. وستبدأ عملية التسجيل في قرعة الهجرة برسم سنة 2012 يوم الثلاثاء خامس أكتوبر من هذا العام على أن تنتهي يوم الأربعاء ثالث نونبر من نفس السنة. وأوضحت القنصلية الأمريكية بالدار البيضاء أن الطلبات والنماذج الورقية غير مقبولة على الإطلاق، مشددة على أن كــــــــــل الطلبات توجه بالمجــــــــــــــان عبر الموقع المخصص لهذه العملية www.dvlottery.state.gov، محذرة الراغبين في المشاركة في القرعة من كل الأشخاص الذين يتاجرون بهذه العملية، مؤكدة أن هذه العملية تتم بالمجان وبدون وساطات.
كما نصحت الراغبين في المشاركة في عملية التسجيل بألا ينتظروا إلى الأيام الأخيرة من الفترة المخصصة للتسجيل لتفادي الضغط الذي يمكن أن يعرفه الموقع، مشيرة إلى أن كل تسجيل يتم بعد زوال ثالث نونبر المقبل، تاريخ انتهاء المدة المخصصة لتقلي الطلبات، يعتبر لاغيا. وأشار نائب القنصل الأمريكي بالبيضاء إلى أن المغرب يحتل المرتبة الثامنة عالميا والخامسة على المستوى الإفريقي من حيث منح التأشيرة الأمريكية، مضيفا أن الولايات المتحدة الأمريكية أطلقت على هذه التأشيرة اسم «تأشيرة التنوع» حتى تحافظ أمريكا على تنوعها وغناها العرقي. وابتداء من فاتح ماي المقبل، يمكن للأشخاص الذين تقدموا بطلباتهم في هذا الشأن أن يتأكدوا من وضعيتهم من خلال زيارة الموقع الإلكتروني المعد خصيصا لهذه العملية. وسيكون بإمكان المرشحين، الذين سيتم اختيارهم بالصدفة، التقدم لطلب تأشيرة الإقامة التي ستوضع رهن إشارة الأشخاص المنتمين إلى البلدان التي تمثل أدنى معدل للهجرة في الولايات المتحدة الأمريكية، والتي يمثل المغرب إحداها.

    استلمت ثلاثة رسائل من موقع كرين كارت لوتري الامريكية باني احد الفائزين لعام 2011 وقالوا لي بان ادفع 440$ دولار امريكي عن طريق ويسترن يونين لكي احصل على الفيزا ورقم التسلسلي ولا اعرف ماذا افعل وما بقي لدي وقت فارجوا من اي شخص ان يجيب علية او حصل على هذه الرسالة وساكون مشكورا .
